Worked in projects financed by international financial institutions ( African Development Bank/OPEC Fund/Swedish International Development Aid and more recently The World Bank). Done two long term assignments in Zambezia (1985-1996) and Niassa Province (2007-2011), in Mozambique. Supported a number of investment and market access initiatives, such as work on the Malonda Foundation’s Pro-Poor/Poverty alleviation/Youth Development M4P programme (2007-2011) that helped attract huge investments into Niassa Province. Financial Assistance in the form of Matching Grants were given to MSME’s for poverty alleviation in Agriculture, Tourism and Small-scale Industry. In essence this SIDA supported Foundation was a Challenge Fund that contributed immensely via Leveraging, Pro-Poor initiatives and Innovation against Poverty eradication. Team Leader of PoDE-SSI (2004-2006), an Entrepreneurial Development Programme of the World Bank, DFID and NORAD that reimbursed $4 million to firms to increase competitiveness and achieved $28 million of sales through business linkages. The credit component was based on Building Linkages for the Challenge Fund or BLCF with a one off concessional matching grant given to emerging entrepreneurs with proven skills and books to match. The project was concluded successfully and was under the Ministry of Industry and Commerce (MIC). Relevant local stakeholders included IPEX/INNOQ/CPI/ UNIDO/IIAM/IPEME etc. Good governance and transparency have been the basic tenets of having managed projects/businesses in Mozambique. March 2017 to April 2020: Team Leader/Individual Consultant of the Innovation Demonstration Catalytic Fund, Ministry of Economics and Finance financed by the World Bank. Functions included Reviewing Project Proposals (Financial Analysis/Project Narrative) Design of the Application Package, conducting performance, physical and financial audits, evaluating the competitive review process, scoring applicants, supervision of performance-based funding based on the timely submission of pre-negotiated deliverables between Grantor and Guarantee. Increasing Outreach of the ultimate beneficiaries was the core of the Fund. Efficiency of the Fund was hugely improved and results linked to financing. Overall responsibility for the design, delivery and execution of the US$ 22.8 Million Fund. The process was executed with the utmost care terminating in total good governance and transparency in fund management. A total of 14 short term/long term consultants were Managed. Knowledge Management and Knowledge Transfer was an important component of the Team Leader’s function.
18 agri-business projects were awarded Grants. 99.4 % of Grant Amount was disbursed. To-date it touches the lives of over 22,000 individuals and their families.
- Offered technical, advisory/consultancy services to AgDevCo as Chairman Technical Advisory Committee-(Beira Agricultural Growth Corridor BAGC Catalytic Fund) funded by DFID and the Governments of Norway and the Netherlands. Independent Senior Technical Advisor of Agrifuturo grant awards administered by Techno Serve, for MSME’s in inclusive business.
- Malonda Foundation, Director Finance, & Investment Promotion). Actively participated in the design & development of the Malonda programme (M4P programme). Wrote an effective strategic plan for the period 2010-2013. Investment Promotion using Blended Finance was innovative in launching 5 massive forestry projects in Niassa. This was considered to bring in new sources of funding to development challenges. Occidental Impact Investors arrived and changed the development landscape of the isolated, remote Niassa Province. Trained senior staff on making markets work for the poor (M4P) and established financial & reporting systems (Log Frame Analysis) for better coordination with the donors.
- Individual Consultant/Team Leader, Programme for Entrepreneurial Development (PoDE), Ministry of Industry and Commerce. PoDE-SSI focussed mainly on development of entrepreneurs in three labour intensive export oriented sub-sectors namely Coconut, Horticulture and Handicrafts. Reported to the Government of Mozambique and the World Bank. Led a multi-cultural & multi-disciplinary team while regularly monitoring the progress of the programme at the micro and macro levels. Enhanced the competitiveness of firms and addressed bottlenecks. Initiated a concessional commercial credit programme that helped small & medium enterprises. Led trade delegations to potential markets in the Middle East and India.
- Director Finance and Rehabilitation, Tea Rehabilitation Project (TRP 1,2) As Director of the TRP of EMOCHA, successfully executed projects under highly trying and isolated conditions in a war economy. The Tea Rehabilitation Programme was financed by the African Development Bank & the OPEC Fund in 1990-93 (total budget $ 17 Million)
